Right before — in the last five minutes, once you can't prepare any more. Saying them out loud in the moment settles your nervous system when it matters, rather than hours earlier when the nerves haven't peaked yet.

What if I don't believe 'I am a confident presenter'?

Then don't start there. Use a line you can accept right now, like 'I am learning to trust my preparation,' and let it climb. A believable affirmation you mean beats a bold one you reject — grand statements you don't believe can actually make you feel worse.
